If you are using high-resolution device like surface pro 4 and using second monitor with it which is of small resolution than your primary device in that case might be you notice a blue color top border line in chrome on secondary screen and it is very annoying while working and you want to get rid of it whereas no chrome or windows update is fixing it then might be this simple fix work for.
